Lake Twenty-One is a small and shallow lake located in Kandiyohi County. Sibley StatePark surrounds about 95% of the lake. It frequently winterkills, especially during winterswith high snow accumulations. Lake Twenty-One partially winterkilled in the 1994-95 and 1996-97 winters. Public access is limited to a canoe carry-in access from the Sibley State Parkhorse trail. Lake Twenty-One was used unsuccessfully as a walleye rearing pond from 1990-1991. Presently, Twenty-One is managed primarily for bluegill. Adult pre spawn bluegill (530fish, 106 lbs.) were stocked on June 26, 1998. Lake Twenty-One fish populations were surveyedin 1995 (Bluegill natural reproduction seining assessment), 1993 (population assessment), and1988 (initial survey). There were no fish captured in the 1988 initial survey gillnet ortrapnets. Moderate bluegill numbers (7.6 fish/trapnet) with an average length of 7.7 incheswere present in the 1993 population assessment. The bluegill captured in 1993 exhibited goodgrowth rates. Abundant young of year "YOY" bluegills (99.0 YOY/seine haul, average length=1.4inches) were present in the 1995 assessment. Black bullheads were the most abundant fish (16.0 fish/gillnet, 11.20 fish/trapnet) inTwenty-One. Black bullhead abundance in 1998 was within the normal range (2.50 - 70.20fish/trapnet) for similar lakes, and the highest historical recorded value. The blackbullhead average weight and length was 0.25 lbs. and 7.0 inches respectively from thetrapnets. Other fish species captured in the 1998 survey trapnets included one bluegill (7.3inches), one brown bullhead (13.3 inches), and one yellow bullhead (12.0 inches). There wereabundant numbers of YOY bluegill (72.3 YOY/seine haul, average length=1.4 inches) and adultfathead minnows (78.7 fish/seine haul) present in the 1998 shoreline seining hauls. Itappears that the pre spawn adult bluegill stocked after the 1998 survey produced excellentnumbers of YOY bluegill. Lake Twenty-One has the potential for being a good bluegill fishery if winterkill canbe prevented by the implementation of winter aeration. The DNR Spicer Fisheries Office willsolicit Sibley State Park personnel views concerning the economic feasibility and managementphilosophy of potential winter aeration and future fish management in Twenty-One.
